Ans: Students should indicate that supervisors and teachers sit down to discuss what observable, noninstructional behaviors are and decide what behaviors should be seen for each rating. Then the supervisors/administrators determine what instructional behaviors are appropriate. All of this is based on a review of the literature. It is also determined what instructional behaviors are not observable. Several formative assessments are made during the year leading to the summative assessment and a final decision on employment.
