Social presence theory argues that bandwidth influences the degree to which the communication is personal or impersonal. Online communication, for example, won't be as personal as face-to-face. Social information processing theory, however, states that whether you're communicating face-to-face or online, you can communicate the same degree of personal involvement and develop similar close relationships.
