Briefly explain why the precise definition of and the degree of civil liberties have been one of the longest-running struggles in American history.

Generally, the boundary lines between the rights and freedoms of individuals and the power of the U.S. government and its states are far from clear, fixed, or even agreed upon and has been so throughout American history. Government’s role is to preserve order and stability. To some extent, that requires restricting the actions of individuals. On the other hand, too much restriction creates a tyranny, which goes against basic enlightenment principles codified in the Declaration of Independence and the Consti-tution. As such, there is a large grey area between the liberties of the people and the state’s need to maintain order, leading to one of the longest-running struggles in American history.
