Because for social scientists an action is not only something that a participant does in a given situation for a given reason, but also what a participant may choose not to do. A participant may not buy health insurance, for example, because the person does not believe she or he is at risk for any major health problems. Or, because she or he cannot afford it. Or because she or he is so wealthy that health insurance is not necessary.
