No one police agency can prevent human trafficking, protect victims of human trafficking, and prosecute traffickers; therefore, relationships must be developed between police and social services agencies before human trafficking can be addressed and victims assisted. The Trafficking Victims Protection Act granted Congress the ability to appropriate funding for human trafficking prevention and prosecution.

The “T” visa was created in 2000 and allows undocumented victims of human trafficking and immediate family members to remain and work temporarily in the U.S. if they agree to assist law enforcement in testifying against the perpetrators. The T visa therefore protects the victim from being forced to return to his or her country of origin and be vulnerable to threats and abuse by the traffickers. Three years after obtaining a T visa, a victim may apply for permanent resident status for him/herself and for immediate family members.
