Absolutism was implemented fairly smoothly in France largely because of the lack of a strong representative government. The nobility in France was very much indebted to the king for benefits and favor. In England, however, there was a long-established tradition of noble councils and limitations on the power of the kings dating back to the Magna Carta of 1215 . For both James I of England and his son Charles I, their status as absolutists was based on the fact that they made the laws and did not have to follow any laws but those of God, who had appointed him king. Traditionally, however, Parliament had the right to raise taxes. The fundamental issue was whether Parliament should have an active say in policymaking; James and Charles each felt the answer to that was no, but each was in need of the revenues raised by the taxes approved by Parliament.
