Varies. A sample answer follows. Jails are stressful for inmates and staff. Most are severely overcrowded, which leads to more noise and confusion as well as an increased possibility of violence. Almost two-thirds of inmates have serious mental health issues, some of which make them a danger to themselves and others. Also, many are addicted to alcohol, drugs, or both.
I believe that governments should set aside more money for mental health treatment and limit the jail population to those who do not commit survival crimes. Improved pretrial screening procedures would help prison staffs separate mentally or physically ill people from the rest of the population. And those mental health treatment facilities would reduce the severe overcrowding of prisons.
