The principles that should guide the transition process include:
Comprehensive planning—It is essential that the assessment and planning process cover critical areas in which one must show some levels of competence in order to be successful. These domains include working, learning, and living.
Assessment of transition needs—A required activity in developing effective transition plans based on individualized postschool goals is to collect data regarding the present level of functioning, as well as ongoing assessments of needs and strengths.
Student involvement—Individualization is an essential element of any comprehensive transition component. One way to increase the individualization is to increase the participation of the student in the plan’s creation.
Parent and family involvement—The involvement of family members is also an essential element in transition planning.
Interagency co-operation—Postsecondary transition involves a shifting of shared responsibility.
Accountability—To ensure that schools comply with the regulations across all areas stipulated in IDEA, the Office of Special Education Programs issued a set of 20 State Performance Plan/Annual Performance Report (SPP/APR) performance indicators.
