Until 1983, GPS technology was only available for military use. In 1983, after Korean Air Lines (KAL) Flight 007 strayed into the USSR’s prohibited airspace and was shot down, President Ronald Reagan issued a directive making GPS freely available for civilian use as a common good. Initially the highest quality signal was reserved for military use. The signal available for civilian use was intentionally degraded until 2000, and the precision of civilian GPS was improved from about 100 meters to about 20 meters.
