First, in order to properly evaluate the modern police, we must have an understanding of how much or how little they have changed over time. Second, we can learn from the mistakes of the past. Studying police history can help identify persistent problems in policing, and where applicable the changes that resolved these problems. Or if the proposed changes did not adequately address the problem, we can avoid repeating this same mistakes. Third, studying the past may help to identify the trends or issues that may become the problems of the future.
