When a citizen of one country is arrested and detained in another country, the Convention requires the arresting country to notify, without delay, the person’s consulate of their arrest and detention.
The Optional Protocol to the Convention provides an enforcement procedure wherein the International Court of Justice is recognized as the final arbiter of whether a national’s right to see a home-country diplomat had been violated.
