Can a deleted file be recovered? If so, why?

When a file is deleted on a modern computer, nothing actually happens to the file's data at that time. Executing a delete command simply tells the computer to treat that file space as blank, and allow for programs to write data to that file space. Unless or until some new data is written to that file space, the original file is still present there.
