Proportionate stratified sampling method is one where you select elements of the population that are the exact proportion to their representation in the population. Disproportionate stratified sampling method is one where the elements are selected from strata in different proportions from those that appear in the population.
Proportionate stratified sampling method would be appropriate if you wanted to gain a representative sample of race/ethnicity in an ethnically and racially diverse neighborhood.
Disproportionate stratified sampling method would be appropriate if you need to make sure you have enough of one element of the to have valid representation from that group. For example, if you needed to conduct a study of age on high school students and there were only a few 18 year old students, you might select all of them.
