When you first apply an effect to an object, you do so by choosing an effect from the Effect menu, opening the effect's dialog box, choosing settings, then clicking OK. However, if you later want to modify that effect, you don't go back to the Effect menu. Instead, you go to the Appearance panel, where any and all effects applied to the object are listed. When you click the effect on the Appearance panel, the effect's dialog box opens, showing you the settings that were applied when the effect was created or last modified. That's the whole point of working with effects: at any time, you can modify or remove them.
