A. Recognizing and analysis of the problem. First you have to know the problem exists, such as terrorism, and then you have to figure out what this means and what to do.
B. Formulation of a set of objectives. Planners need to have a direction in which to grow with some idea of operational planning.
C. Gather data. Data needs to move from raw information into intelligence through analysis of the planning staff.
D. Plan the attack. These are specific operational plans to deal with the problem and have the needed resources to deal with problem.
E. Obtain the agreements of the contingent police jurisdictions.
F. Evaluate. Unless you do this, the plan may or may not work.
