A primary consideration for police leaders is which technologies they should invest their time and effort in, so as to develop a comprehensive acquisition plan. One way for them to approach this question is to categorize police activities by types of functions performed. Such a classification was developed by Hoey, whose three broadly defined areas were as follows:

2. Reactive policing functions
3. Proactive policing functions
