A recent addition to the foreign policy apparatus, the national security adviser has traditionally competed with the secretary of state for influence over foreign policy-and for influence over the president as well. The tension between the two advisers also stems from the differing approaches each agency takes in shaping foreign policy. Frequently, the State Department has a long-term view of world affairs and advocates foreign policies in keeping with long-term goals. In contrast, the National Security Council focuses more on short-term crises and objectives.
