Although codes and regulations are not formally included as construction documents, they are the governing regulations for compliance of design and construction. Codes are normally referenced in the construction documents, but the contractor is obligated to comply to codes and regulations even if they are not specified or referenced. The contractor must comply to the drawings and specifications as well. The design is based on the constraints of the codes. Standard codes, such as the Uniform Building Code and the National Building Code, are modified by the local municipality or governing body. The contractor is expected to install the project elements in compliance with the locally enforced building, plumbing, electrical, energy, and local fire protection codes. It is assumed, however, that the construction documents comply to code and have been reviewed for such.
