overspecialization (people become so specialized they lose sight of the bigger picture), rigidity and inertia (rigid adherence of rules leads to resistance to change), ritualism (formality and impersonality leads to individuals just "going through the motions"), suppression of dissent (little room for initiative or disagreement), and the bureaucratic "catch-22" (more rules and regulations leads to greater complexity and overspecialization which in turn can lead to additional rules).
