Between voluntary and involuntary turnover, which is more detrimental to a law enforcement agency?

What will be an ideal response?

Voluntary turnover is certainly more detrimental because of the fact that the individual leaving is likely qualified and leaving for another position with another department. When involuntary turnover happens, it is often due to a substandard or incompetent officer.
