Why is cII ultimately responsible for setting the course to lysis or lysogeny?

What will be an ideal response?

Ans: cII is required for synthesis of repressor from PRE. If enough repressor is synthesized at this point, it will occupy the operators and prevent Cro from acting. If not enough repressor is made, repressor establishment will fail and Cro will be able to promote lysis.
