How and when does the Antennapedia complex change antennae into legs?

The Antennapedia complex is normally expressed in parasegments 4 and 5, where it
is necessary for thoracic structures that produce legs. If it is expressed inappropriately in head segments (usually in parasegment 3), it promotes development of legs instead of antennae.
