The 3 topics are: (1) when information is solicited from vulnerable subjects, including children and prisoners. For example, children participating in an after school program may be the subjects of an evaluation. Consent for their participation in the evaluation must be obtained from their parents and/or legal guardians. Verbal or written consent must also be obtained from the children. (2) When information is sought on stigmatized topics, such as drug use or sexual behavior. For example, an evaluator may be determining the effectiveness of a HIV/AIDS prevention program among homosexual men, who may not wish to have their health status known to their employers and/or family and friends. (3) When data collection techniques expose subjects to considerable scrutiny. For example, in participant observation in which multiple areas of one’s behavior or life space may be available for scrutiny and discovery.
