Social scientists have proposed two broad answers as to why the state supports businesses. The business confidence model holds that the state has a powerful incentive to make sure that big businesses have the confidence and security they need to make investments so they can create jobs. The second argument focuses on the relative political power of different groups. Corporate executives, by virtue of their enormous wealth, have disproportionate access to the powerful in government relative to ordinary citizens. They travel in the same circles and donate money to candidates they favor. The benefits of access are apparent in the government policies that reflect the interests of corporations. Taken together, these two arguments suggest that policies will absolutely favor the powerful. There are exceptions to the rule, however.
