What will be an ideal response?


Investigative inquiries take one of three forms: (1) encounters that are entirely voluntary; (2) arrests in which probable cause of criminal activity has been demonstrated; and (3) investigative stops, or Terry stops, in which a law enforcement officer has a reasonable suspicion to believe that the individual has either committed, is committing, or will commit a crime.Most citizens will voluntarily speak to law enforcement authorities upon request. Those who do not, however, continue to enjoy the absolute freedom to be unresponsive, uncommunicative, and uncooperative to police representatives without fear of reprisal or seizure. Investigative stops were needed if an officer had reasonable suspicion and the private citizen did not respond voluntarily to an officer.
