Answer: In order to evaluate how effective the evaluation is, I would design an experiment in which one group of schools was randomly assigned to receive the intervention, and one group of schools was randomly assigned to receive no intervention. After the intervention, I would then compare the schools that received the intervention with those that received no intervention and assess if the intervention did indeed work.
