2. Many presidents since FDR (modern presidents) have leaned toward activism. For instance, Reagan and Clinton were able to use their power to persuade and excelled at communicating with the media and the people. This, together with the fact that Congress delegated powers to the White House, has led to the expansion of presidential powers.
