In secular democracies, the police affect religion by the manner of their enforcement, lack of enforcement of or indifference to various laws that are also of interest and concern to religious groups. For example, during the Prohibition era in the United States, one of the questions that had to be dealt with was how wine could be used in Catholic mass, where it is traditionally consumed as representing the blood of Jesus Christ. In time, specific exclusions were made in Prohibition enforcement laws to make an exception in such religious situations. Similarly, after the legalization of abortion, religious groups opposed to it began protesting outside abortion clinics. The police could hurt strongly held religious beliefs and bring the wrath of these groups on them by attempting to throw out protestors forcefully. At the same time, since the clinics were operating legally, the police could not let their operations be disrupted because some religious group was upset. Throw into this mix the possibility that police personnel may be affiliated with one or more of the religious groups involved, and one can gauge the personal and collective costs of acting or not acting.
