The Transport Layer (layer 4) is the first layer that is not concerned with how the data actually gets from node to node. Instead, the Transport layer assumes that the physical data is error-free, and concentrates on providing correct communication between applications from a logical perspective. For example, the Transport Layer guarantees that a large block of data transmitted in smaller chunks is reassembled in the proper order when received.
