First, leadership is an important issue. Top managers need to give sustained attention to management and developing a work force with the capacity to achieve the organization’s goals, with constant improvement of the organization being the focus. Second, government needs to focus on strategic human capital planning, which has often been dismissed. Government needs to be able to mesh its management capacity with its management strategies (when the strategy becomes more complex, so does the personnel system). Third, the government must compete better in hiring top talent and needs to work harder to develop and retain its best employees. Finally, government needs to develop more aggressive performance management systems. In essence, government needs to measure each employee’s performance and connect that employee’s work to the work of the organization.
