As discussed in pervious chapters, civil cases involve a lower standard of proof and less serious penalties than do criminal cases. Additionally, civil cases are usually not related to the government, but are most typically cases between two private individuals. There is no reason for the government to have a responsibility for providing counsel for a case that is not brought by the government.
