Why is the criminal justice system in the United States so large and expensive?

Answer should include the proportion of adults and juveniles currently supervised by the correctional system. For example, in 2014, 1 in 36 adults were under some form of supervision (2.8% of the adult population or about 6.8 million people). Reasons for this large population include the public’s desire for long sentences and “tough on crime” policies. With the expanding population comes increased cost due to increased operating costs and personnel.
