Why does Linux prevent users without root privileges from creating real-time processes?

Real-time processes never expire and execute with higher priority than normal processes.
Thus, if a real-time process does not sleep or block, it could prevent all other processes
from executing. Limiting creation of real-time processes to users with root privileges helps
prevent users from maliciously or accidentally creating real-time processes that monopolize
the system.
