The working-poor class includes many service workers and the lowest paid workers in other low-skilled occupations. Households in this class depend on food stamps and EITC tax credits to bolster their incomes. Aside from low pay, their jobs generally have other disadvantages, such as unpleasant or dangerous work, few benefits, erratic hours, and uncertain employment. Low-income households with limited participation in the labor force form the underclass. Adult members of the underclass may work occasionally or at part-time jobs, but their lack of skills, incomplete education, spotty employment records, family responsibilities, and disabilities or substance abuse problems make it difficult for them to find regular, full-time positions, especially in periods of high unemployment.
