The flood ICMP echo request will result in the congestion of the network. When a packet remains unacknowledged for a period of time, TCP assumes it is lost and retransmits it. When a timeout occurs, the congestion window is reduced to one maximum segment size and everything starts over. Since TCP tells losses of segments via timeout, the intervals are regular.
