Air does not escape from the balloon as it rises, so it’s not a control volume. As combustion occurs the combustion products do not leave the cylinder. A turbine is a volume from which and into which a fluid flows, so it is a control volume; the flow can be a steady flow or an unsteady flow (during startup). As the air in a house is heated, it is not escaping from the house (a very small amount may due to infiltration but that could be neglected in an analysis). If fluid flows into and/or out of a device, it’s a control volume.
