In 1939, Congress adopted An Act to Prevent Pernicious Political Activities, called the Hatch Act after its sponsor, Senator Carl Hatch. The act stated that no officer or employee in the executive branch of the federal government, or any agency or department thereof, shall take part in political management or political campaigns. Over time, there were many amendments, and Congress eventually shrank the ban on political activity.
