• The major difference was in the Pennsylvania emphasis on keeping inmates completely separate. Auburn officials decided to continue to keep inmates in separate cells at night; however, they allowed them to congregate during the day to work in factories to improve the production of goods, which would be resold to cover some of the prison operational costs.
