However, data released as the result of a lawsuit showed that 80% of stop and frisk targets were African American or Latino. Many New York City police officers used the stop and frisk policy to racially profile citizens--in other words, to use a person's skin color or ethnicity as the basis for investigation, arrest, or detention.
