Describe the Religious Freedom Restoration Act.

Out of concern that laws of general applicability-like zoning laws-would not be prohibited from burdening religious practices, Congress enacted the Religious Freedom Restoration Act of 1993 (RFRA). It holds that the federal government may not, as a statutory matter, substantially burden a person's exercise of religion, even if the burden results from a rule of general applicability. (The statute does not apply to actions by the state governments). In instances where a generally applicable federal law does substantially burden the exercise of religion, the government must satisfy the strict scrutiny test.
