Caplan’s approach to prevention was aimed at promoting health for populations as a whole. In his approach, he defined three types of prevention: primary, secondary, and tertiary. Primary prevention occurs prior to a problem (e.g., before a child is born). Secondary prevention occurs when individuals who are at risk are identified. Tertiary happens after maltreatment has occurred but focuses on preventing it from happening again and repairing the harm caused by the maltreatment. Gordon thought that Caplan’s classification was confusing in terms of definition. He had a 3-tier approach: universal, selective, and indicated. Universal interventions are things that applied to broad populations and incorporated things like PSAs or prevention campaigns. Selective interventions are targeted at those who have the potential to perpetrate child maltreatment but are upon examination doing fine, for example, pregnant women. Lastly, indicated interventions are those that target high-risk populations.
