What factors accelerated or exacerbated terrorism and other asymmetric threats after the Cold War?

What will be an ideal response?

Varies. The rise of terrorism and other asymmetric threats was exacerbated by five factors. First, new information technologies empowered individual terrorist cells and allowed global communication and coordination among cells. Second, modern technology (in particular urban, energy, communication, and transportation infrastructure) made great powers more vulnerable to terrorist attacks. Third, small groups have a superior offensive advantage, and defense against small groups is very costly. Fourth, terrorists enjoy support from state sponsors. Fifth, the spread of weapons of mass destruction was facilitated both by information technology and by the help of rogue states.
