One of the special problems facing female inmates is the fact that 80% of women entering prison are mothers and 85% of these had custody of their children at the time of admission. Separation from their children is a significant deprivation for many parents and some states offer parenting programs for female inmates.

Female prisoners also must deal with a prison system designed for male inmates and run by men, and that lack gender-responsiveness. Meaningful prison programs for women are often lacking; those that are in place were originally based on models adapted from men's prisons or were based on traditional views of female roles that leave little room for employment opportunities in the contemporary world and that emphasize low-paying jobs.

Other issues include the location of female prisons (most are located in towns with fewer than 25,000 inhabitants, making it difficult for family members living in urban areas to visit) and the lack of work assignments for women inmates.
