What will be an ideal response?
Prior to 1975, a student with disabilities had no federal right to a public education. Children and adolescents with disabilities were often denied access to public education and were placed in separate schools. Their education was often inferior compared to their capabilities. The 1975 Education for All Handicapped Children Act gave students with disabilities the right to a free public education in the least restrictive environment.
