One problem is that definitions vary depending on context or perspective. Legal, medical, psychological, and so on, definitions are all different from one another. Additionally, legally, neglect is defined by state laws that vary depending on the purpose. For instance, criminal prosecution definitions are different than child protective definitions. Mandated reporting laws are yet again different. This makes it difficult to measure the actual prevalence and incidence. Different definitions, based on different agencies, may determine at what point prevention or intervention programs are employed, and if potential neglect does not rise to the definition, resources may not be allocated toward that case. Another debate is that surrounding potential harm, versus existing harm. Many child protection agencies take action only in circumstances involving immediate harm, again potentially missing intervention or prevention opportunities.
