Perhaps a governor's most important job is to recruit talented leaders and managers to head the state's departments, commissions, and agencies. Through recruitment of effective people and prudent delegation of responsibilities to them, a governor can provide direction for the state government. Governors have limited power over officials they appoint. In most states, governors must share their appointive power with the state senate and may remove people only when they have violated the law or failed in their legal duties. State administrators whose programs are supported by federal funds also have a measure of independence from the governor.
