The garment industry is time-sensitive, because fashion changes seasonally. Control over the center was exercised via control of the trucking industry, because the businesses were dependent on trucking. Cloth is constantly shipped by truck from manufacturer to contractor, from contractor to contractor, and from contractor back to the manufacturer, making trucking an effective control point available to racketeers. Gambino Family Boss Carlo Gambino's sons exercised control over garment center trucking. They divided manufacturers and contractors among a limited number of truckers and assigned one to each shop: No trucker will carry garments for a shop not assigned to him. The resulting absence of competition produced high prices and poor service. In 1992, the Gambino brothers pled guilty to restraint-of-trade violations and accepted a plea deal, agreeing to quit the NY garment center.
