As is true of any venture in public relations, "What is the goal?" is the necessary first question to answer. "What content will we include?" is a question that needs answering early on. "What editorial considerations should we be sure to address?" is also important; establishing an editorial process will enhance the site. Attention must be paid to "What design enhancements must we consider?" True, it is on the Internet, but just how interactive should we, can we make it? Measurement, a key element in the public relations process, must be addressed as well. Finally, practitioners must answer the question, "Who will be responsible?"
