Orshansky put two pieces of information together from government surveys: the cost of a minimum nutritious diet for a typical family of four and the proportion of income (approximately one third) that the average family then spent on food. Multiplying the price of the food budget by 3 to allow for nonfood costs, Orshansky calculated an income poverty line of approximately $3,000 for a family of four. If you were a member of a four-person family with an annual income below $3,000, you were poor by this standard. On the assumption that family needs vary with size, somewhat higher and lower poverty thresholds were computed for households that were larger or smaller than the typical four.
