The idea of global governance emerged with the growing importance of issues that are not confined by national boundaries, such a climate change and nuclear proliferation, and is consistent with the liberal theory of international relations. Answers should identify that global governance networks call attention to issues that states cannot address themselves and may lead states to recognize global problems as being in their national interest.
